    1. should use CitizensOnWatch.com to share crime and safety issues

      CitizensOnWatch is a free service for citizens to record crime and safety issues AND be alerted immediately to them. It is not a replacement for 911, but an add-on that is populated by and accessibly by citizens concerned about safety in their neighborhoods.
